Robert Eugene Lough

 In 1986, at age 26, Lough was convicted of first-degree rape after meeting a woman at a tavern/bar in Renton, luring her into his van, and raping her. The assault involved extreme violence, including choking. He was sentenced to about 30 years as part of the combined convictions.

 In the same 1986 incident, Lough was convicted of first-degree attempted murder. After the rape, he stabbed the victim repeatedly (including through the vagina), left her for dead on the roadside, and she survived with severe, lifelong injuries (including internal trauma requiring surgery). He later attributed the attack partly to drug use.

 Lough was accused of molesting a child (reportedly a female neighbor around ages 5–7) in an incident involving trapping her and sexual contact; related accusations include molesting a child in 1971 and another (a male cousin) between roughly 1972–1977. These were allegations considered in later evaluations and proceedings but were not the basis of the primary 1986 convictions.

While at the Special Commitment Center, Lough was found in possession of a cellphone (reported around 2022–2023) that allegedly contained possible child sexual exploitation material / CSAM. The Pierce County Prosecutor’s Office stated no charging referral was submitted, and no charges were filed. 

Lough’s ex-wife (referred to as D.W. in records) accused him of raping her in 1985. Court-related accounts describe the relationship as violent, including an incident in which he allegedly threatened her with a gun and raped her.

 Lough has a documented history of drug-related and other offenses dating back to the 1970s, including heavy abuse of alcohol and drugs (cocaine, heroin/speedball, etc.) and reports of selling drugs. He attributed the 1986 rape/attempted murder in part to drug intoxication; related non-sex convictions include possession of stolen property and an earlier military aggravated assault leading to a bad-conduct discharge.

 Public reports indicate his younger sister accused him of physically abusing her for years while growing up. Family members described concerning early sexual behavior by Lough; his older brother (also a convicted sex offender) was reported to have sexually abused the sisters. Specific public details confirming sexual abuse or peeping accusations directly from the sister against Robert are limited in available sources.
